The NVIDIA GeForce RTX 4060 was Ada Lovelace's entry card — 8GB GDDR6 at $299. Now superseded by the RTX 5060 which launched at the same $299 price with GDDR7 and DLSS 4, new RTX 4060 units are actually selling above their original MSRP due to scarcity. There is no reason to buy the RTX 4060 new; the RTX 5060 is the better card at the same or lower price.

The Arc B580 offers 12GB VRAM at $249 with competitive rasterization. The 4060 has DLSS 3 and better ray tracing. New 4060 units cost more than $299 due to scarcity — both the B580 and RTX 5060 are better buys new.
